Ok well I've been in touch with AMEX here in Tokyo, and they support what the guy at the Apple store told me... go to a post office. Yep that's right a post office.
So I finally got cash from an ATM using the corporate card. Good to have some bills in the pocket again. Hope The post office will come through with a functional transaction on my debit card next time around.
